Union Programmes


Union Programmes existing since 1970s have been launched to enhance cooperation among European countries to form a European consciousness, to support settlement of innovation and entrepreneurship soul, to ensure implementation of EU policies and legislation, to find common solutions for the challenges of the Union. 
      The participation of EU candidate and potential candidate countries to the Union programmes has been ensured in line with the enlargement perspective of the EU to increase the awareness regarding EU policies and working methods and to develop various partnership relations with the EU members. After recognition of Turkey as a candidate country of the EU in December 1999, it has become entitled to participate EU programmes and agencies open to the participation of candidate countries by rule.
     Turkey has been participating to the Union Programmes in the fields such as energy, science, technology, education, health, SMEs in accordance with its needs and priorities. Union Programmes actively participated by Turkey are as follow:

1)PROGRESS

PROGRESS Programme, covering the period of 2007-2013, is the EU Programme in the field of employment, social inclusion and protection, working conditions, gender equality and fighting against discrimination. Total budget of PROGRESS Programme is approximately 743 million Euro and this budget will be used in the funding of projects in the fields covered under the Programme.

2)LIFELONG LEARNING PROGRAMME

       
Lifelong Learning Programme has been designed for strengthening the exchange, cooperation and mobility among different educational systems in the EU and to transform educational systems into a worldwide quality. The Programme composes of four sectoral programmes (Comenius, Erasmus, Leonardo d Vinci and Grundtvig), one common programme (Transversal Programme) and Jean Monnet Action. Total budget of the Lifelong Learning Programme covering the period of 2007–2013 is nearly 7 billion Euro.

3) YOUTH in ACTION PROGRAMME

The main objective of the Programme covering 2007-2013 period is to prevent discrimination and social exclusion. Total budget of the Programme is 885 million Euro.

4)CULTURE PROGRAMME

Main objectives of the programme covering the period of 2007-2013 are to increase intercultural dialogue and to increase cross border mobility of artists, the persons operating in the field of culture, cultural and art creations and works. Culture Programme composes of two sections, namely the Support of Cultural Activities and the Support for Cultural Organizations. Total budget of the Programme is 400 million Euro.

5) COMPETITIVENESS AND INNOVATION FRAMEWORK PROGRAMME

The Programme which will be implemented between 2007-2013 period was formed for supporting competitiveness and innovation within the single market. The Programme tries to increase competition power of SMEs, to create fertile environment for innovation, to contribute to the development of information society, and to develop new and recoverable energy sources. In this scope, the Programme composes of three sub-programmes: 1. The Entrepreneurship and Innovation Programme, 2. The Information Communication Technologies Policy Support Programme, 3. The Intelligent Energy Europe Programme.

6) SEVENTH FRAMEWORK PROGRAMME

Seventh Framework Programme aims to create a European Research Area in line with the most competitive knowledge-based economy objective adopted with 2000 Lisbon Strategy and maintained with EU 2020 Strategy. Seventh Framework Programme composes of Cooperation Programme, Ideas Programme, Peoples Programme and Capacities Programme.

Universities can apply to the Call for Porposals published under the Prograammes indicated above as individual or as a part of international partnership by considering the requirements of the Programme.
